Job Description
The Center for International Research, Education, and Development (CIRED) is a university-wide center within Virginia Techs Division of Outreach and International Affairs (OIA). It supports the universitys international mission by identifying and pursuing partnerships and funding opportunities for Virginia Tech faculty members in order to advance the universitys discovery, teaching and outreach missions through work in developing countries. CIRED matches university expertise and experience to sponsors objectives in order to win funding for projects that improve peoples lives and enriches the international dimension of the universitys curriculum and research. This engagement strengthens faculty and student capabilities for high-quality, multidisciplinary international engagement.
The associate director for finance and administration reports to the CIRED executive director and provides oversight of CIREDs financial and human resource operations. This includes supervision and performance evaluation of the centers financial team, departmental accounting, departmental and grant personnel actions, management of international LLC, research and setup/oversight of in-country offices, working with multiple foreign currencies and regulations, review of large and complex RFPs, cost proposal development and submission, oversight of contract and grant accounting, administration of cost share tracking and documentation, preparation of monthly and ad hoc financial analysis and reporting for grants, contracts, and departments. A successful candidate will demonstrate an aptitude for international project work.
Required Qualifications
- Masters degree in business management, accounting, or related financial field; or bachelors
degree with significant comparable experience
- Proven track record and progressive responsibility for financial management
- Experience developing and managing complex budgets
- Experience with nonprofit institution accounting.
- Demonstrated ability to manage multiple projects simultaneously and delegate work to team
members
- Experience with human resources management and oversight and supervision
- High level of competence with spreadsheets, databases, accounting systems, data
management and modern information technology
- Advanced accounting data and information synthesis skills with experience applying those
skills for financial planning and to inform management decisions
- Excellent communications and interpersonal skills
- Sensitivity to the cultural norms of a variety of cultures and countries
Preferred Qualifications
- Familiarity with management of donor-funded international grants and contracts
- Working knowledge of U.S. government and university business policies and procedures
- Knowledge of LLC governance and compliance
- Accounting or auditing certification
- Experience with VT accounting, sponsored programs, and HR systems
- Experience in international work
- A good understanding of Generally Accepted Accounting Practices and Cost Principles for
Educational Institutions
- Ability to Interpret and apply USAID and other regulations applicable to grants and contracts
